I think "killing civilians" is just after "swearing an administrator" the most serious violations.
It should 100% enought for ban.

Its not enough evidence, sry. Were all players dead at this moment?
Server kicked him for that, so he becomes his punishment. But we watch him, if he do it again he will banned.
